15th Finance Commission submits its Report for 2021-22 to 2025-26 to the President of India: Point-to Point Details  

The Fifteenth Finance Commission (XVFC) led by Chairman Sh N K Singh, submitted its Report for the period 2021-22 to 2025-26 to the Hon’ble President of India Shri Ram Nath Kovind.

As per the terms of reference (ToR), the 15th Finance Commission was mandated to give its recommendations for five years from 2021-22 to 2025-26 by 30 October, 2020. Last year, the Commission had submitted its report containing recommendations for the year 2020-21 which was accepted by the Union Government and tabled in the Parliament on 30 January 2020.

The Commission was asked to give its recommendations on many unique and wide-ranging issues in its terms of reference. Apart from the vertical and horizontal tax devolution, local government grants, disaster management grant, the Commission was also asked to examine and recommend performance incentives for States in many areas like power sector, adoption of DBT, solid waste management etc. The Commission was also asked to examine whether a separate mechanism for funding of defence and internal security ought to be set up and if so how such a mechanism could be operationalised. FM Nirmala Sitharaman attends 1st BRICS Finance Ministers and Central Bank Governors Meeting: Quick Highlights 

Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman participated in the 1st BRICS Finance Ministers and Central Bank Governors (FMCBG) meeting under the BRICS Russian Chairmanship.

The agenda of the meeting included discussions on the outcomes of G20 Saudi Presidency in 2020, a digital platform to encourage infrastructure investments and expansion of the membership of the New Development Bank.

The Finance Minister observed that the G20, of which all BRICS countries are members, has delivered some very significant initiatives this year including the G20 Action Plan in response to COVID-19 which has provided broad guidance to navigate a collective global response to the crisis. Additionally, the G20 Debt Service Suspension Initiative ensured immediate support to address the liquidity needs of low-income countries. Raksha Mantri Shri Rajnath Singh Unveils A-Sat Missile Model in DRDO Bhawan 

A model of Anti Satellite (A-SAT) Missile installed inside the DRDO Bhawan premises was unveiled today by Raksha Mantri Shri Rajnath Singh in the august presence of Minister for Road Transport and Highways, Shri Nitin Gadkari and Secretary DDR&D & Chairman DRDO, Dr G Satheesh Reddy.

‘Mission Shakti’ was country’s first ever Anti-Satellite (ASAT) Missile Test successfully conducted on 27th March 2019 from Dr AP J Abdul Kalam Island in Odisha, where a fast-moving Indian orbiting target satellite in Low Earth Orbit (LEO) was neutralised with pinpoint accuracy. This was a highly complex mission, conducted at extremely high speed with remarkable precision.

The successful conduct of Mission Shakti made India the fourth nation in the world with the capability to defend its assets in outer space.


29 Projects Approved Under Chairmanship of Shri Narendra Singh Tomar

Inter-Ministerial Approval Committee (IMAC) meeting chaired by Shri Narendra Singh Tomar, Union Minister for Food Processing Industries today approved 21 projects, leveraging investment worth Rs 443 crores supported with a grant of Rs. 189 Crores under the Scheme for Integrated Cold Chain and Value Addition. 8 projects leveraging investment worth Rs 62 crores with grants of Rs. 15 cr under the BFL Scheme were approved in another meeting chaired by Union FPI Minister. Shri Rameswar Teli, MoS, FPI was also present in the meeting.

These projects are spread across the 10 states of Andhra, Gujarat, HP, J&K, Kerala, Nagaland, Punjab, Telangana, UK, UP. The Scheme for Integrated Cold Chain and Value addition infrastructure aims at arresting post-harvest losses of horticulture & non-horticulture produce & providing remunerative price to farmers.


Arunachal Pradesh School Children to Wear Khadi Face Masks 

Thousands of school children in Arunachal Pradesh will be sporting tri-color Khadi Face Masks as they return to their schools for the first time post Covid-19 lockdown. Khadi and Village Industries Commission (KVIC) has supplied 60,000 high quality Khadi Cotton Face Masks for school children as the Arunachal Pradesh government has decided to reopen schools from November 16.

This purchase order assumes great significance as this is for the first time that a State Government in North East India has purchased such a huge quantity of Khadi face masks for its students. The purchase order was issued on November 3, and in just 6 days, KVIC has supplied the requisite masks to the government considering the urgency involved. In order to ensure timely delivery of masks, KVIC has dispatched the consignment by air.

KVIC has provided double-layered, tri-color Cotton face masks to Arunachal Pradesh Government with its logo suitably placed on the masks. The face masks in tri-color also aims at instilling a sense of nationalism among the students.

KVIC has specifically used Double Twisted Khadi fabric for manufacturing of these masks as it helps retain 70% of the moisture content inside, while providing an easy passage for the air to pass through. These masks are, therefore, skin-friendly and suitable for long duration use. Khadi cotton face masks are washable, reusable and biodegradable.


PM Modi inaugurate Office-cum-Residential Complex of Cuttack Bench of Income Tax Appellate Tribunal

Prime Minister Shri Narendra Modi will inaugurate the state-of-the-art office-cum-residential complex of Income Tax Appellate Tribunal (ITAT) at Cuttack on 11th November, 2020 via video conferencing. On this occasion, an e-Coffee Table Book on ITAT will also be released.

About Income Tax Appellate Tribunal

Income Tax Appellate Tribunal, also known as ITAT, is an important statutory body in the field of direct taxes and its orders are accepted as final, on findings of fact. It is presently headed by Mr. Justice (Retd) P.P. Bhatt, formerly Judge of the High Court of Jharkhand and High Court of Gujarat. ITAT was the first Tribunal to be created on 25th January, 1941 and is also known as ‘Mother Tribunal’. Starting with three benches in the year 1941, at Delhi, Bombay and Calcutta it has now grown to 63 Benches and two circuit benches spread across thirty cities of India.
