India-Vietnam Prime Ministers’ Virtual Summit  

Prime Minister Shri Narendra Modi held a Virtual Summit with H.E. Nguyen Xuan Phuc, Prime Minister of the Socialist Republic of Vietnam.

The two Prime Ministers reviewed ongoing bilateral cooperation initiatives, and also discussed regional and global issues. A ‘Joint Vision for Peace, Prosperity and People’ document was adopted during the Summit, to guide the future development of the India-Vietnam Comprehensive Strategic Partnership. Both leaders also welcomed the signing of a Plan of Action for period 2021-2023 to implement the Joint Vision.

The leaders affirmed the importance of enhancing bilateral cooperation in all areas of engagement. They agreed to support each other’s national development priorities and work together towards the shared objective of a peaceful, stable, secure, free, open, inclusive and rules-based Indo-Pacific region.

The Prime Ministers agreed to explore new and practical collaborations in the maritime domain based on convergence between India’s Indo-Pacific Oceans Initiative and the ASEAN’s Outlook on Indo-Pacific to achieve shared security, prosperity and growth for all in the region.

Both Prime Ministers appreciated the successful implementation of the US$ 100 million Defence Line of Credit extended by Government of India to Vietnam, and the completion of seven Development Projects with Indian ‘Grant-in-Aid’ Assistance for the benefit of local community in Vietnam’s Ninh Thuan province.

8th Instalment of Rs. 6,000 crore released to the States as back to back loan to meet the GST compensation shortfall   

The Ministry of Finance has released the 8th weekly instalment of Rs. 6,000 crore to the States to meet the GST compensation shortfall. Out of this, an amount of Rs. 5,516.60 crore has been released to 23 States and an amount of Rs. 483.40 crore has been released to the 3 Union Territories (UT) with Legislative Assembly (Delhi, Jammu & Kashmir & Puducherry) who are members of the GST Council. The remaining 5 States, Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim do not have a gap in revenue on account of GST implementation.

The Government of India had set up a special borrowing window in October, 2020 to meet the estimated shortfall of Rs.1.10 lakh crore in revenue arising on account of implementation of GST. The borrwoings are being done through this window by the Government of India on behalf of the States and UTs. The borrowings have been done in 7 rounds. The amount borrowed so far was released to the States on 23rd October, 2020, 2nd November, 2020, 9th November, 2020, 23rd November, 2020, 1st December, 2020, 7th December, 2020, 14th December, 2020 and 21st December, 2020.

The amount released this week was the 8th instalment of such funds provided to the States. The amount has been borrowed this week at an interest rate of 4.1902%. So far, an amount of Rs. 48,000 crore has been borrowed by the Central Government through the special borrowing window at an average interest rate of 4.6986%.


India suspends all flights to and from United Kingdom  

Hardeep Singh Puri, MoS, I/C, Civil Aviation has informed that all flights originating from U.K into India will be suspended temporarily from 22nd December to 31st December 2020. He stated that Government of India has decided to take all necessary precautions as a result of the situation arising out of the spread of a new strain of coronavirus in some countries. 

Considering the emerging Covid-19 situation in UK, Government of India has decided that all flights to and from UKwill be suspended till 31st December 2020 (23.59 hours). This suspension will start w.e.f. 23.59 hours, 22nd December 2020. However, this restriction shall not apply to international all-cargo operations and flights specifically approved by DGCA.
 
Airlines operating flights to India from other countries shall not board any passenger travelling from UK to India and shall ensure that no passenger coming from UK is boarded in a flight for any destination in India either directly or indirectly.

As a measure of precaution, passengers arriving from UK in all transit flights (flights that have taken off or flights which are reaching India before 22nd December 2020 at 23.59 hrs) should be subject to mandatory RT-PCR test at the arrival port in India. The passengers found Covid-19 positive on arrival shall be quarantined as per guidelines issued by Ministry of Health and Family Welfare and would bear the medical costs incurred. 


First flight operations flagged off on Belgaum – Surat – Kishangarh route under UDAN   

The first flight operations from Belgaum (Karnataka) to Surat (Gujarat) to Kishangarh (Ajmer) were flagged off today under the RCS-UDAN (Regional Connectivity Scheme – Ude Desh Ka Aam Nagrik) of the Government of India. The officials of the Ministry of Civil Aviation (MoCA) and Airport Authority of India (AAI) were present at the inauguration. The launch of the flight operations on the Surat-Kishangarh-Belgaum route aligns with the government’s objective to provide air connectivity with metros to the Tier-2 & Tier-3 cities of the country under UDAN. More than 300 routes have been operationalised under the UDAN scheme, and the flag off marks the inauguration of the 303rd route under the ambit of the scheme.

Union Minister for Road Transport and Highways Shri Nitin Gadkari inaugurated and laid foundation of 14 NH projects in Telangana today thru virtual mode. These projects include 765.663 kms long roads worth Rs 13,169 crore. 


India, Nepal organize Defence Cooperation webinar and Expo

A webinar and expo between India and Nepal were held today. The theme of webinar was “Exploring Synergies and Strengthening Defence Cooperation with Nepal”. It was organized under the aegis of Department of Defence Production, Ministry of Defence through SIDM.

This webinar is the part of Aero India 21 series of webinars which are being organized to boost defence cooperation and engagements with friendly foreign countries and achieve defence export target of $5 billion in the next five years.

The webinar was attended by more than 100 participants and more than 100 virtual exhibition stalls have been set up in the Expo.
