12th ASEAN Defence Ministers’ Meeting-Plus to held in Kuala Lumpur from 30 Oct to 2 Nov 2025

The 12th ASEAN Defence Ministers’ Meeting - Plus (ADMM-Plus) will be held in Kuala Lumpur, Malaysia from 30th October to 2nd November 2025. The ADMM-Plus is a platform for ASEAN member states (Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste & Vietnam) and its eight Dialogue Partners Australia, China, India, Japan, New Zealand, Republic of Korea, Russia and the United States (collectively referred to as the Plus Countries), to strengthen security and defence cooperation for peace, stability, and development in the region. The Inaugural ADMM-Plus was convened in Ha Noi, Viet Nam, on 12 October 2010. Raksha Mantri Rajnath Singh will represent India in the 12th ASEAN Defence Ministers' Meeting – Plus (ADMM-Plus) in Kuala Lumpur, Malaysia on November 01, 2025.

12th ADMM-Plus to held in Kuala Lumpur from 30 Oct to 2 Nov 2025

The 12th ASEAN Defence Ministers’ Meeting - Plus (ADMM-Plus) will be held in Kuala Lumpur, Malaysia from 30th October to 2nd November 2025.

The ADMM-Plus has become an effective platform for practical cooperation among the participating countries’ defence establishments.

The ADMM-Plus currently focuses on seven areas of practical cooperation, namely maritime security (MS), counter-terrorism (CT), humanitarian assistance and disaster management (HADR), peacekeeping operations (PKO), military medicine (MM), humanitarian mine action (HMA) and cyber security (CS).

Objectives of ADMM-Plus

The objectives of ADMM-Plus are as follows.

  • To benefit ASEAN Member States in building capacity to address shared security challenges, while cognisant of the differing capacities of various ASEAN Member States.
  • To promote mutual trust and confidence between defence establishments through greater dialogue and transparency.
  • To enhance regional peace and stability through cooperation in defence and security, in view of the transnational security challenges the region faces.
  • To contribute to the realisation of an ASEAN Security Community which, as stipulated in the Bali Concord II, embodies ASEAN’s aspiration to achieve peace, stability, democracy and prosperity in the region where ASEAN Member States live at peace with one another and with the world at large.
  • To facilitate the implementation of the Vientiane Action Programme, which calls for ASEAN to build a peaceful, secure and prosperous ASEAN, and to adopt greater outward-looking external relation strategies with our friends and Dialogue Partners.

Raksha Mantri Rajnath Singh to attend 12th ASEAN Defence Ministers’ Meeting - Plus in Kuala Lumpur

Raksha Mantri Rajnath Singh will attend the 12th ASEAN Defence Ministers’ Meeting - Plus (ADMM-Plus) in Kuala Lumpur, Malaysia on November 01, 2025. He will address the forum on ‘Reflection on 15 years of ADMM-Plus and Charting the Way Forward’.

ADMM is the highest defence consultative and cooperative mechanism in ASEAN (Association of Southeast Asian Nations).

During the two-day visit, Raksha Mantri Rajnath Singh is also expected to hold bilateral meetings with his counterparts from the participating ADMM-Plus nations as well as the senior leadership from Malaysia.

Background

India became the dialogue partner of ASEAN in 1992 and the inaugural ADMM-Plus was convened in Hanoi, Vietnam on October 12, 2010. Since 2017, ADMM-Plus is held annually to bolster the defence cooperation among ASEAN and plus countries.

Under the construct of ADMM-Plus, India is the co-chair of Experts Working Group on Counter Terrorism with Malaysia for the cycle 2024-2027. The second edition of ASEAN-India Maritime Exercise is also scheduled in 2026.

2nd edition of ASEAN-India Defence Ministers’ Informal Meeting 2025

On the sidelines, the second edition of ASEAN-India Defence Ministers’ Informal Meeting, under the chairmanship of Malaysia, will be held on October 31, wherein Defence Ministers from all ASEAN member countries will take part. The meeting aims to further strengthen defence and security cooperation among ASEAN member states & India and advance the ‘Act East Policy’.
