3rd edition of Goa Maritime Conclave (GMC) – 2021   

The 3rd edition of Goa Maritime Conclave (GMC) – 2021 is being held from 07 to 09 November 2021 under the aegis of Naval War College, Goa. The GMC is Indian Navy’s Outreach Initiative providing a multinational platform to harness the collective wisdom of practitioners of maritime security and the academia towards garnering outcome oriented maritime thought. GMC-21 would build upon the working level deliberations of the Goa Maritime Symposium-21 held earlier in May this year, as the Sherpa event for the Conclave.

Themes of the 3rd edition of Goa Maritime Conclave 2021

The theme for this year’s edition of Goa Maritime Conclave (GMC) is “Maritime Security and Emerging Non-Traditional Threats: A Case for Proactive Role for IOR Navies”.

Key Highlights

At the Goa Maritime Conclave (GMC)-21, Adm Karambir Singh, Chief of the Naval Staff of Indian Navy would be hosting Chiefs of Navies/ Heads of Maritime Forces from 12 Indian Ocean littorals, including Bangladesh, Comoros, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka and Thailand. The Defence Secretary and Foreign Secretary would be delivering the Conclave Address and Keynote Address of the GMC-21.


Govt issues draft mediation bill for public consultation   

The government has issued a Draft Mediation Bill for Public Consultation. The draft Bill proposes for pre-litigation mediation and at the same time safeguards the interest of the litigants to approach the competent adjudicatory forums and courts in case an urgent relief is sought. 

As per the draft Bill, the successful outcome of mediation in the form of the Mediation Settlement Agreement has been made enforceable by law. Since the Mediation Settlement Agreement is out of the consensual agreement between the parties, the challenge to the same has been permitted on limited grounds.

The main features of the Bill are

  • The draft Bill proposes for pre-litigation mediation and at the same time safeguards the interest of the litigants to approach the competent adjudicatory forums/courts in case an urgent relief is sought.
  • The successful outcome of mediation in the form of Mediation Settlement Agreement (MSA) has been made enforceable by law. Since the Mediation Settlement Agreement is out of the consensual agreement between the parties, the challenge to the same has been permitted on limited grounds.
  • The mediation process protects the confidentiality of the mediation undertaken and provides for immunity in certain cases against its disclosure.
  • The registration of Mediation Settlement Agreement has also been provided for with
  • State/District/Taluk Legal Authorities within 90 days to ensure maintenance of authenticated records of the settlement so arrived.
  • Provides for establishment of the Mediation Council of India.
  • Provides for community mediation.


Iran to resume nuclear deal talks with US and 5 other countries in Vienna  

Iran will resume talks with the US and five other countries in Vienna aimed at reviving the historic 2015 nuclear deal.

Iran's chief negotiator Ali Baqeri Kani shared on Twitter yesterday that Iran has agreed to start talks aimed at lifting illegal and inhuman sanctions in Vienna on November 29.

West Indies all-rounder Dwayne Bravo has announced that he will retire from international cricket after playing the T20 World Cup 2021.

Dwayne Bravo will play his last T20 International match against Australia this weekend. The 38-year-old Dwayne Bravo made his debut against New Zealand in Auckland in 2006.


India’s COVID-19 Vaccination Coverage exceeds 107.70 Cr; Recovery Rate at 98.23%

With the administration of 5,65,276vaccine doses in the last 24 hours, India’s COVID-19 vaccination coverage has exceeded 107.70 Cr (1,07,70,46,116) as per provisional reports till 7 am today.

The recovery of 12,165 patients in the last 24 hours has increased the cumulative tally of recovered patients (since the beginning of the pandemic) to 3,37,24,959.

Consequently, India’s recovery rate stands at 98.23%. 12,729 new cases were reported in the last 24 hours.

The Active Caseload is presently at1,48,922.Active cases presently constitute 0.43% of the country's total Positive Cases, which is lowest since March 2020.

The Weekly Positivity Rate at 1.25% remains less than 2% for the last 42 days now. The Daily Positivity rate reported to be 1.90%. The daily Positivity rate has remained below 2% for the last 32 days and below 3% for 67 consecutive days now.
