Karnataka tops in NITI Aayog India Innovation Index 2021 followed by Manipur, Chandigarh
3rd edition of NITI Aayog India Innovation Index 2022: Karnataka, Manipur and Chandigarh have topped in their respective categories in the third edition of NITI Aayog’s India Innovation Index 2021.
The ranking was done in three categories 'Major States', 'North East and Hill States' and 'Union Territories (UTs)/City and Small States'. Sikkim topped in the North-East category, while Delhi was at the top in the UT segment.

While Karnataka has topped again in the ‘Major States’ category, Manipur is leading the ‘North East and Hill States’ category and Chandigarh is the top performer in the ‘Union Territories and City States’ category.
Bihar, Odisha and Chandigarh were the least attractive states for Innovation. Among North East and Hill States, Manipur, Uttarakhand and Meghalaya were the top three states; while among the UTs, Chandigarh, Delhi and Andaman Nicobar Islands were the top three regions.
The index was released today by NITI Aayog Vice Chairman Suman Bery in the presence of Member Dr VK Saraswat, CEO Parameswaran Iyer and Senior Adviser Neeraj Sinha, and Institute for Competitiveness Chairman Dr Amit Kapoor.
NITI Aayog India Innovation Index 2021: Background
The study examines the innovation ecosystem of Indian states and union territories. The aim is to create a holistic tool which can be used by policymakers across the country to identify the challenges to be addressed and strengths to build on when designing the economic growth policies for their regions. The states have been bifurcated into three categories: major states, north-east, and hill states, and union territories/city states/small states.

NITI Aayog India Innovation Index 2021
The India Innovation Index 2021 is calculated as the average of the scores of its two dimensions - Enablers and Performance. The Enablers are the factors that underpin innovative capacities, grouped in five pillars: (1) Human Capital, (2) Investment, (3) Knowledge Workers, (4) Business Environment, and (5) Safety and Legal Environment. The Performance dimension captures benefits that a nation derives from the inputs, divided in two pillars: (6) Knowledge Output and (7) Knowledge Diffusion.
