2nd All India State Water Ministers’ Conference 2025

The 2nd All India State Water Ministers’ Conference will be held at Udaipur, Rajasthan from 18th to 19th February 2025. The National Water Mission, Ministry of Jal Shakti organising the 2nd All India State Water Ministers’ Conference with the theme “India@2047 – A Water Secure Nation”.

2nd All India State Water Ministers’ Conference

The second All India State Water Ministers’ Conference will be held at Udaipur, Rajasthan from 18th to 19th February 2025. The first All India State Ministers Conference on Water was held in Bhopal (January 2023).

The Bhopal Conference laid the foundation by focusing on five key areas: water security, water use efficiency, governance, climate resilience, and water quality.

The 2nd All India State Water Ministers’ Conference 2025 is a landmark event, bringing together top policymakers and experts to shape India’s water security vision.

2nd State Water Ministers Conference: Participates by

The Second State Water Ministers Conference will witness the participation of more than 40 Ministers from across the nation, including Water Resources, Irrigation, Public Health Engineering, Rural Development, and other relevant sectors alongside senior officials from key ministries. This broad representation highlights India's strong commitment to achieving Water Vision@2047 and ensuring a water-secure future for all.

Theme of 2nd All India State Water Ministers’ Conference

The theme of the 2nd All India State Water Ministers Conference is “India@2047 – A Water Secure Nation.”

To advance the Water Vision@2047, the themes for the Second State Water Ministers Conference have been refined to address the complexities of the water sector while considering regional diversities.

All India State Ministers Conference on Water will revolve around six thematic pillars that are central to water management:

  1. Strengthening Water Governance
  2. Water Storage Infrastructure and Augmenting the Supply
  3. Water Delivery Services with focus on Drinking Water
  4. Water Delivery Services with Focus on Irrigation and other Uses
  5. Demand Management and Water Use Efficiency
  6. Integrated River and Coastal Management

1. Strengthening Water Governance

The role of Water Governance is critical in addressing the challenges of the water sector and achieving water security. The Water Governance is strengthened by laws, policies and institutions, which are progressive, participatory and promote integrated water resources management.


The Session will deliberate on various aspects of Water Governance including Integrated Water Resources Management. The Session will also deliberate on strengthening participatory water governance, introducing water budgeting, and use of data, technology and innovation as cross cutting enablers for water security.

The session will deliberate on the significant progress made in augmenting ground water through Jal Sanchay Jan Bhagidari initiative for water recharge and water harvesting across the country.

2. Water Storage Infrastructure and Augmenting the Supply

Water storage infrastructure and augmenting water supply is a key enabler of water security keeping in view huge temporal and regional variation in rainfall and increasing variability due to climate change.

The Session will deliberate measures to adopt optimization of reservoir water storages through sediment management, automation of reservoir operations, undertaking new projects as well as ERM of existing projects based on integrated storages management, expediting inter-linking of rivers, enhancing smaller storages through new and RRR of existing water bodies, augmenting water resources through water conservation and harvesting.

3. Water Delivery Services with focus on Drinking Water

Jal Jeevan Mission, is envisioned to provide safe and adequate drinking water through individual household tap connections to all households in rural India. Central Government in partnership with State Governments have achieved more than 15.45 Crores connections in rural areas under the Mission.

The Session will deliberate on the success of Jal Jeevan Mission so far and way forward for sustainable operation and management of the schemes and ensuring water quality. The Session will also deliberate on water security in the cities through Amrut Scheme.

The Session will deliberate strategies to accelerate access to domestic water services, adopt service level benchmarks, ensure source sustainability of the schemes and quality of water supplies, ensuring viable operation and management, use of technology and innovation in delivery of services.

4. Water Delivery Services with Focus on Irrigation and other Uses

Water security is crucial for achieving food security and rural prosperity. The Session will deliberate on strategies to achieve the mission of “Har Khet Ko Pani” through modernization of irrigation infrastructure, enhancing irrigation performance, on farm application of water. The Session will also consider need for integrated planning for other uses of water such as Industry, Energy, Navigation, Recreation and Environmental flows amongst other uses.

The Session will deliberate on use of remote sensing-based Irrigation Performance Assessment, benchmarking, automation of Irrigation Management to improve water and land productivity, modernization of command area development through water user societies, volumetric
measurement of water,technology driven O&M and linkages with otherflagship schemesfor agriculture sector. The Session will deliberate developing dams and reservoirs as sustainable tourist destinations, towards socio-economic development of the region, creating livelihood opportunities for local community.

5. Demand Management and Water Use Efficiency

Demand management and water use efficiency is key to manage increasing stress on water resources. The Session will deliberate on the urgent need to focus on demand management and enhancing water use efficiency in all sectors of water uses be it domestic, agriculture, industry. 

The Session will deliberate development of sector wise best practices for improving water use efficiency and integrate them into various government schemes and programs, promote volumetric measurement of water uses in all areas, promote circularity in water use including reuse of treated water, focus on enhancing water use efficiency in agriculture, which is the largest user of water. The session will also deliberate on contours of a proposed National Bureau of Water Use Efficiency.

6. Integrated River and Coastal Management

The Session will deliberate on need for integrated River and Coastal Areas Management highlighting strategies for basin level planning, integrating water and land use planning, flood plain development and other measures.

The Session will deliberate adoption of integrated and basin-wide approaches towards river rejuvenation and integrated coastal management. The Session will deliberate implementation of Spatial Flood Inundation Forecasts, Integrated Reservoir Operations, Reservoir optimization including e-Flows, Floodplain Zoning, Embankment Health Management System with the help of relevant Central and State technical organizations, with a view to effectively manage the floodplains and river conservation zones.

Each theme will address the complexities of the water sector, while considering India's diverse topography, climate, and socio-economic conditions.
