Indian Navy and Russian Federation Navy organise Passage Exercise (PASSEX) in Eastern Indian Ocean Region 

The Indian Navy (IN) is undertaking a Passage Exercise (PASSEX) with Russian Federation Navy (RuFN) in the Eastern Indian Ocean Region (IOR) from 4 to 5 December 2020. The exercise involves participation of RuFN guided missile cruiser Varyag, large anti-submarine ship Admiral Panteleyev and medium ocean tanker Pechenga. Indian Navy (IN) is being represented by indigenously constructed guided missile frigate Shivalik and anti-submarine corvette Kadmatt along with integral helicopters.

The Passage Exercise (PASSEX) is aimed at enhancing interoperability, improving understanding and imbibing best practices between both the friendly navies, and would involve advanced surface and anti-submarine warfare exercises, weapon firings, seamanship exercises and helicopter operations.

Passage Exercise (PASSEX)

PASSEXs are conducted regularly by IN with units of friendly foreign navies, whilst visiting each other’s ports or during a rendezvous at sea. This exercise, being conducted in the Eastern Indian Ocean Region, reflects the strong long-term strategic relationship between the two countries and particularly, defence cooperation in the maritime domain.

PM Modi to inaugurate construction work of Agra Metro project on 7th December   

Prime Minister Shri Narendra Modi will inaugurate the construction of the Agra Metro Project on 7th December 2020 at 11:30 AM via video conferencing. Union Minister of Housing & Urban Affairs Shri Hardeep Singh Puri, Chief Minister of Uttar Pradesh Shri Yogi Adityanath, and other dignitaries will also attend the event that will be held at 15 Battalion PAC parade ground in Agra.

About Agra Metro Project

The Agra Metro project comprises 2 corridors with a total length of 29.4 km and connects major tourist attractions like Taj Mahal, Agra Fort, Sikandra with railway stations and bus stands. The project will benefit the 26 lakh population of the city of Agra and will also cater to more than 60 lakh tourists who visit Agra every year. It will provide an environment-friendly Mass Rapid Transit System to the historic city of Agra. The estimated cost of the project will be Rs 8,379.62 cr which will be completed in 5 years.

Earlier, on 8th March 2019, Prime Minister inaugurated the Agra Metro project along with the commencement of commercial operations of Lucknow Metro on the entire 23 km long North-South corridor from ‘CCS Airport to Munshipulia’.


Government asks private television channels to follow ASCI guidelines on online gaming and fantasy sports  

The Ministry of Information and Broadcasting has issued an advisory asking all private television broadcasters to follow guidelines issued by the Advertising Standards Council of India (ASCI) for advertisements relating to online gaming, fantasy sports etc. The Ministry has advised that the advertisements should not promote any activity prohibited by statute or law.

The advisory has been issued after a consultation meeting held by the I&B Ministry with the officials and representatives of the Ministry of Consumer Affairs, ASCI, News Broadcasters Association, Indian Broadcasting Foundation, All India Gaming Federation, Federation of Indian Fantasy Sports, and the Online Rummy Federation.

ASCI guidelines require that every such gaming advertisement must carry the following disclaimer: 'This game involves an element of financial risk and may be addictive. Please play responsibly and at your own risk”. Such a disclaimer should occupy at least 20% of the advertisement space. The guidelines also state that gaming advertisements cannot depict users under the age of 18 years as engaged in playing a game of “online gaming for real money winnings” or suggest that such users can play these games. The advertisements should neither suggest that online gaming presents an income generating opportunity as an
alternative to employment nor depict a person playing such games is more successful than others.

The Advertising Standards Council of India, established in 1985, is a Mumbai based self-regulatory voluntary organization of the advertising industry in India. It seeks to ensure that advertisements conform to its Code for Self-Regulation. Under the Cable Television Networks (Regulation) Act, 1995 it is mandatory for television networks to follow the advertising code laid down by ASCI.


All States choose Option-1 to meet the GST implementation shortfall  

All the 28 States and 3 Union Territories with legislature have decided to go for Option-1 to meet the revenue shortfall arising out of the GST implementation. Jharkhand, the only remaining State, has now communicated its acceptance of Option-1. All the 3 Union Territories with Legislative Assembly who are members of the GST council have already decided in favour of Option-1.

The Government of India has set up a special borrowing window for the States & Union Territories who choose Option-1 to borrow the amount of shortfall arising out of GST implementation. The window has been operationalised since 23rd October, 2020 and the Government of India has already borrowed an amount of Rs.30,000 crore on behalf of the States in five instalments and passed it on to the States and Union Territories, who chose Option-1. Now the State of Jharkhand will also receive funds raised through this window starting from the next round of borrowing. The next instalment of Rs.6,000 crore will be released to the States/UTs on 7th December, 2020.

Under the terms of Option-1, besides getting the facility of a special window for borrowings to meet the shortfall arising out of GST implementation, the States are also entitled to get unconditional permission to borrow the final instalment of 0.50% of Gross State Domestic Product (GSDP) out of the 2% additional borrowings permitted by the Government of India, under Atma Nirbhar Abhiyaan on 17th May, 2020. This is over and above the Special Window of Rs.1.1 lakh crore. On receipt of the choice of Option-1, the Government of India has granted additional borrowing permission of Rs.1,765 crore to the State Government of Jharkhand (0.50 % of Jharkhand’s GSDP).


PM Modi to lay foundation stone of new proposed Parliament Building in New Delhi on December 10  

Prime Minister Narendra Modi will lay the foundation stone of the new proposed Parliament Building in New Delhi on 10th December 2020. Addressing the media in New Delhi, Lok Sabha Speaker Om Birla said that the new building is being constructed keeping in mind the need of next 100 years. 


Farmers Unions and Government Talks to continue on 9th December

The fifth round of talks with representatives of 40 Farmer Unions was held at Vigyan Bhawan today with Agriculture Minister Shri Narendra Singh Tomar, Minister of Consumer Affairs, Food and Public Distribution, Railways & Commerce Shri Piyush Goyal and Minister of State for Commerce Shri Som Prakash. The next round of talks will take place on 9th December.
