DDWS signs MoA with BISAG-N to Strengthen Digital Monitoring of Rural Water and Sanitation

The Department of Drinking Water & Sanitation (DDWS), Ministry of Jal Shakti, signed a Memorandum of Agreement (MoA) with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), an autonomous scientific society under the Ministry of Electronics and Information Technology (MeitY) to strengthen digital monitoring of rural water and sanitation. The DDWS and BISAG-N partnership is an important step towards the development of a GIS-integrated, decision-support platform for the Jal Jeevan Mission (JJM) and Swachh Bharat Mission (Grameen) [SBM(G)] portals. DDWS and BISAG-N sign MoA to Strengthen Digital Monitoring of Rural Water and Sanitation

The Department of Drinking Water & Sanitation (DDWS), Ministry of Jal Shakti and the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) have signed a Memorandum of Agreement (MoA) to strengthen digital monitoring of rural water and sanitation.

The DDWS and BISAG-N partnership is an important step towards the development of a GIS-integrated, decision-support platform for the Jal Jeevan Mission (JJM) and Swachh Bharat Mission (Grameen) [SBM(G)] portals. The new platform will enhance data-driven decision-making, planning, monitoring, and evaluation of rural water supply and sanitation initiatives across the country.

The DDWS and BISAG-N Memorandum of Agreement to Strengthen Digital Monitoring of Rural Water was signed in the presence of Ashok K.K. Meena, Secretary, DDWS, who chaired the event. Smt. Swati Meena Naik, Joint Secretary (JJM) and Vinay Thakur, Special Director General, BISAG-N exchanged the signed MoA in the presence of Kamal Kishore Soan, AS&MD-NJJM, and senior officials from both the organizations.

DDWS and BISAG-N MoA: How to Work

Here are the details of how the MoA between DDWS and BISAG-N will work to strengthen digital monitoring of rural water.

Under the agreement, BISAG-N will provide end-to-end support including database design, map creation, data migration, software development, and systems integration. The platform will also incorporate advanced features such as ground control surveying, digital photogrammetry, vector data capture, and thematic mapping.

Importantly, the DDWS and BISAG-N initiative will be aligned with the PM GatiShakti National Master Plan, enabling seamless integration of water and sanitation infrastructure with other sectoral assets. This convergence will help in optimizing resource allocation, improving service delivery, and accelerating infrastructure development in rural areas.

Aims of DDWS and BISAG-N MoA

The MoA between DDWS and BISAG-N to strengthen digital monitoring of rural water is in line with the Digital India vision of the Government of India, which aims to use technology for inclusive and sustainable development, especially in rural areas.

By integrating spatial intelligence with mission data, DDWS and BISAG-N aim to create a robust digital ecosystem that supports effective planning and monitoring of rural water and sanitation services.

About Department of Drinking Water and Sanitation (DDWS)

The Department of Drinking Water Supply (DDWS) was created in the Ministry of Rural Development in 1999, which was subsequently renamed as the Department of Drinking Water and Sanitation in 2010.

Keeping in view the significance of Rural water supply and Sanitation, the Government of India created and notified the Ministry of Drinking Water and Sanitation as an independent Ministry on 13th July 2011.

The Ministry of Drinking Water and Sanitation is the nodal Ministry for the overall policy, planning, funding and coordination of the flagship programmes of the Government of India viz. the National Jal Jeevan Mission for rural drinking water and the Swachh Bharat Mission (Grameen) for sanitation, in the country.

The flagship schemes of the DDWS department aim to provide safe and adequate drinking water through individual household tap connections to all households in rural India and continue universal sanitation coverage across the nation, ensure that the open defecation free behaviors are sustained, no one is left behind, and focus on providing interventions for safe management of solid and liquid waste in villages along with visual cleanliness.

The Mission of DDWS is to ensure all rural households have access to and use safe and sustainable drinking water and improved sanitation facilities by providing support to States in their endeavor to provide these basic facilities and services.

About BISAG-N

The Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) is an Autonomous Scientific Society registered under the Societies Registration Act, 1860 under the Ministry of Electronics and Information Technology (MeitY), Government of India to undertake technology development & management, research & development, facilitate National & International cooperation, capacity building and support technology transfer & entrepreneurship development in area of geo-spatial technology.
