India Conferred with Prestigious ISSA Award 2025 for Outstanding Achievement in Social Security

India has been conferred with the prestigious International Social Security Association (ISSA) Award 2025 for ‘Outstanding Achievement in Social Security’ in World Social Security Forum (WSSF) 2025 in Kuala Lumpur, Malaysia. India was selected for the prestigious ISSA Award 2025 for Outstanding Achievement in Social Security as the 2025 recipient for expanding social security coverage from 19% in 2015 to 64.3% in 2025, reaching over 940 million citizens, a milestone also recognised by the International Labour Organisation (ILO). Dr. Mansukh Mandaviya, Union Minister of Labour and Employment, received the ISSA Award 2025 for Outstanding Achievement in Social Security on behalf of the Government of India.

India Conferred with ISSA Award 2025 for Outstanding Achievement in Social Security

India has been conferred with the prestigious International Social Security Association (ISSA) Award 2025 for ‘Outstanding Achievement in Social Security’ in World Social Security Forum (WSSF) 2025 in Kuala Lumpur, Malaysia.

India has been selected for the prestigious ISSA Award 2025 for Outstanding Achievement in Social Protection, as it has increased social security coverage from 19% in 2015 to 64.3% in 2025, benefiting over 940 million citizens. This achievement has also been recognized by the International Labour Organization (ILO).

The ISSA lauds the Government’s transformative e-Shram portal, with over 300 million unorganised sector workers registered in just four years.

The e-Shram portal is a National Digital Database that serves as a "One-Stop Solution" connecting over 310 million unorganised workers with social welfare schemes through a multilingual, seamless interface.

Further, after an increase in social protection coverage, India’s share in the General Assembly of ISSA has reached thirty (30) which is the highest vote share for any country.

Awards Ceremony of International Social Security Association 

The International Social Security Association (ISSA) Awards Ceremony was the WSSF's flagship global conference, attended by over 1,200 social security policymakers and professionals from 163 countries. As the fifth recipient of the award since its inception, India joins the global leaders in social security coverage.

The World Social Security Forum (WSSF 2025), organized by the International Social Security Association (ISSA) was held in Kuala Lumpur, Malaysia from 29 September to 3 October 2025.

It is hosted by the Social Security Organisation (PERKESO) and the Employees Provident Fund (EPF), with support from the Retirement Fund (Incorporated) (KWAP) and the Implementation Coordination Unit, Prime Minister’s Department (ICU JPM) as the secretariat of the Malaysia Social Protection Council (MySPC).

The World Social Security Forum (WSSF) is the most important international event in social security. It was gathering more than 1,500 participants from over 130 countries, including ministers, CEOs, senior executives, experts and international organizations.

Focus of World Social Security Forum 2025

The WSSF 2025 focused on shaping social protection for a changing world. As societies face profound demographic, labor market, green, and technological changes, social protection is essential for security, empowerment, and resilience. To fulfil these key objectives, social security systems and organizations must adapt to changes and seize opportunities for innovation.

Discussion of WSSF 2025

The discussions during the World Social Security Forum (WSSF) 2025 were based on ISSA's new flagship report on global developments and trends in social protection. The report highlighted innovations and good practices as well as outlined key reforms. The ISSA also launched new ISSA Guidelines on Administrative Solutions for Long-Term Care Services, and nine sets of revised guidelines.
