India & US hold 11th Defence Technology & Trade Initiative Group meeting   

The 11thDefence Technology and Trade Initiative (DTTI) Group meeting between India and the United States (US) was held virtually on November 09, 2021.

The meeting was co-chaired by Secretary (Defence Production) Raj Kumar from Ministry of Defence, Government of India and PTDO (Performing the Duties of) Under Secretary of Defence for Acquisition and Sustainment from US Department of Defence Mr. Gregory Kausner.

Key Highlights

The DTTI Group meetings are normally held twice a year, alternating between India and the US. However, this DTTI meeting was held via Video Teleconferencing consecutively for a second time on account of the COVID-19 pandemic.

Aims

The aim of the DTTI Group is to bring sustained leadership focus to the bilateral defence trade relationship and create opportunities for co-production and co-development of defence equipment. Four Joint Working Groups focused on land, naval, air and aircraft carrier technologies have been established under DTTI to promote mutually agreed projects within their domains. The groups reported to the co-chairs on ongoing activities and collaborative opportunities, including a number of near-term projects targeted for completion on priority.


US becomes 101st member country of the International Solar Alliance (ISA)   

In a big boost to accelerate global adoption of solar energy, John Kerry, U.S. Special Presidential Envoy for Climate announced at the UNFCCC COP26 today that the United States of America (USA) has joined the International Solar Alliance (ISA) as a member country. U.S becomes the 101st country to sign the framework agreement of the ISA to catalyze global energy transition through a solar-led approach.

PM Modi welcomes USA to International Solar Alliance

The Prime Minister Narendra Modi welcomed United States of America to International Solar Alliance. Shri Modi also thanked the US President Mr Joe Biden for the step.

In a reply to tweet by the Special Presidential Envoy for Climate Mr John Kerry, the Prime Minister tweeted :

"Wonderful news @ClimateEnvoy! I thank @POTUS and wholeheartedly welcome the USA to the @isolaralliance. This will further strengthen the Alliance in our shared quest of harnessing solar energy for a sustainable planet."


Cabinet approves Restoration and continuation of Member of Parliament Local Area Development Scheme (MPLADS)  

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the restoration and continuation of Member of Parliament Local Area Development Scheme (MPLADS) during the remaining part of Financial Year 2021-22 and up to Financial Year 2025-26 co-terminus with the period of 15th Finance Commission.

Key Highlights of the Scheme: 

  • The MPLADS is a Central Sector Scheme fully funded by Government of India. The objective of the scheme is to enable MPs to recommend works of developmental nature with emphasis on the creation of durable community assets in the areas of drinking water, primary education, public health, sanitation and roads, etc. primarily in their Constituencies.
  • The annual MPLADS fund entitlement per Member of Parliament (MP) constituency is Rs.5 crore, released in two instalments of Rs.2.5 crore each, subject to the fulfilment of conditions as per the MPLADS Guidelines.
  • For managing the health and adverse impacts of covid 19 in the society, the Cabinet in its meeting held on 6th April 2020, had decided not to operate MPLADS during the FY 2020-21 and 2021-22 and place the fund at the disposal of Ministry of Finance for managing the impacts of covid 19 pandemic.
  • As the country is now on the road to economic recovery and the Scheme continues to be beneficial for the creation of durable community assets, in fulfilling the aspirations of locally felt needs of the Community, in skill development and creation of jobs across the country, thereby helpful in achieving the objective of Atma Nirbhar Bharat. Accordingly, the Union Cabinet has now decided to restore Members of Parliament Local Area Development Scheme (MPLADS) during the remaining part of Financial Year 2021-22 and to continue MPLADS up to 2025-26, co-terminus with the period of 15th Finance Commission.


Govt declares 15th November as Janjatiya Gaurav Divas 

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the declaration of 15th November as Janjatiya Gaurav Divas dedicated to the memory of brave tribal freedom fighters so that coming generations could know about their sacrifices for the country. 

India’s freedom struggle was strengthened by several movements by tribal communities such as Santhals, Tamars, Kols, Bhils, Khasis and Mizos to name a few. The revolutionary movements and struggles organized by the tribal communities were marked by their immense courage and supreme sacrifice.

The date is the birth anniversary of Sri Birsa Munda who is revered as Bhagwan by tribal communities across the country. Birsa Munda fought bravely against the country against the exploitative system of the British colonial system and spearheaded movement against British oppression giving a call for ‘Ulgulan’ (Revolution). 

The declaration acknowledges the glorious history and cultural heritage of tribal communities. The day will be celebrated every year and would recognize the efforts of the tribals for preservation of cultural heritage and promotion of Indian values of valour, hospitality and national pride. Tribal Freedom Fighter Museum at Ranchi where Birsa Munda breathed his last will be inaugurated by Prime Minister Narendra Modi.


Cabinet approves reservation norms for Jute Packaging Materials for Jute Year 2021-22 under JPM Act, 1987  

The Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi, has approved reservation norms for mandatory use of jute in packaging for the Jute Year 2021-22 (1st July, 2021 to 30th June, 2022) on 10th November, 2021. The Mandatory packaging norms approved for Jute Year 2021-22 provide for 100% reservation of the foodgrains and 20% of sugar to be compulsorily packed in jute bags.

The reservation norms in present proposal would further protect the interest of domestic production of raw jute and jute packaging material in lndia, thereby, making India self-reliant in consonance with Aatmnirbhar Bharat. 

Reservation for packaging in jute packaging material consumed around 66.57% of the raw jute produced in the country (in 2020-21). By bringing into effect the provision of JPM Act, the Government will provide relief to 0.37 million workers employed in jute mills and ancillary units as well as support the livelihood of around 4.0 Million farm families.


Commerce Minister Piyush Goyal to inaugurate India International Trade Fair (IITF) 2021 on 14 Nov  

The India International Trade Fair 2021 will be inaugurated by the Minister of Commerce & Industry Piyush Goyal on November 14,2021 at Pragati Maidan, New Delhi. The 40th edition of IITF, a magnum of India Trade Promotion Organization(ITPO), represents India in totality as an ideal destination for numerous business and investment opportunities. This year, the fair assumes a special significance as it coincides with celebrations of ‘AzadiKaAmritMahotsav’- 75 years of India’s Independence.

The Fair focuses on the theme "Aatmanirbhar Bharat", which aims to promote investment and self-reliance in diverse sectors to meet domestic demand and be a part of the global supply chain eco-system. Bihar is the Partner State, while Uttar Pradesh and Jharkhand are the Focus States.


National Internet Exchange of India launches ‘Digital Payment Gateway’  

National Internet Exchange of India (NIXI) is a not-for-profit Company under the aegis of the Ministry of Electronics and Information Technology (MeitY) has launched ‘Digital Payment Gateway’.

This integration will lead to increased ease of use for NIXI’s customers by offering real-time payments, providing uninterrupted services and ensuring seamless experience to all stakeholders.

PayU is enabling payment digitisation for crucial initiatives across the three key domains of NIXI. It has designed a customised flow for digital payment acceptance both from customers and vendors and has also made refund & reconciliation absolutely seamless for NIXI. NIXI has partnered with PayU and NSDL to offer the Payment gateway services.


National Achievement Survey (NAS) to be held on 12th November, 2021 across the country  

The Government of India has been implementing a rolling programme of sample based National Achievement Survey (NAS) aimed at classes III, V, VIII and X with a cycle period of three years.

The last National Achievement Survey (NAS) was held on 13th November, 2017 for assessing the competencies developed by the children at the grade levels III, V and VIII.

The next round of NAS will be held on 12th November 2021 across the country, which will help to assess the learning interruptions and new learnings during the COVID pandemic and help to take remedial measures. The instrument development, testing, finalization of the test items, sampling of the schools etc. has been done by NCERT.

NAS 2021 will cover the entire spectrum of schools i.e. Government Schools (Central Government and State Government), Government Aided Schools and Private schools across the country. It is expected that nearly 1.23 lakh schools and 38 lakh students in 733 districts across 36 States and UTs will be covered in the NAS 2021. NAS will be conducted in Language, Mathematics & EVS for class 3 & 5; Language, Mathematics, Science & Social Science for class 8 and Language, Mathematics, Science, Social Science and English for class 10. 

The Test would be conducted in 22 mediums of instruction covering Assamese, Bengali, English, Gujarati, Hindi, Kannada, Malayalam, Manipuri, Marathi, Mizo, Odiya, Punjabi, Tamil, Telugu, Urdu, Bodo, Garo, Khasi, Konkani, Nepali, Bhutia, and Lepcha. 

For smooth and fair conduct of the survey, 1,82,488 Field Investigators, 1,23,729 Observers, 733 District Level Coordinators and District Nodal Officers separately and 36 State Nodal Officers in each State and UT, have been appointed. Also, 1500 Board Representatives have been appointed in the districts for monitoring overall functioning and ensuring fair conduct of the Survey.


India’s COVID-19 Vaccination Coverage exceeds 109.63 Cr; Recovery Rate currently at 98.25%

With the administration of 52,69,137 vaccine doses in the last 24 hours, India’s COVID-19 vaccination coverage has exceeded 109.63 Cr (1,09,63,59,208) as per provisional reports till 7 am today.

The recovery of 11,961 patients in the last 24 hours has increased the cumulative tally of recovered patients (since the beginning of the pandemic) to 3,37,87,047.

Consequently, India’s recovery rate stands at 98.25%. 11,466 new cases were reported in the last 24 hours.

The Active Caseload is presently at 1,39,683 is lowest in 264 days. Active cases presently constitute 0.41% of the country's total Positive Cases, which is lowest since March 2020.

The Weekly Positivity Rate at 1.20% remains less than 2% for the last 47 days now. The Daily Positivity rate reported to be 0.90%. The daily Positivity rate has remained below 2% for the last 37 days and below 3% for 72 consecutive days now.
